Abstract

Work-life balance, various social and geographical problems andthe development ofcommunication and information technology provide challenges and opportunities inmanaging the best-performingstate civil apparatus. Public sector must begin to think ofincentives that are attractive to thestate civil apparatusso theycan survive in the publicsector, able to provide or maintain their best performance. Flexible Working Arrangement (FWA) offers a concept that allowsstate civil apparatusto manage their performance flexiblyaccording to their individual preferences butstill in the context of completing work (performance targets). This change in management ofstate civil apparatusrequiresstructured planning and communication because it requires policy guidance, changes in workpatterns and cultural changes inthe management of state civil apparatus.The Ministry ofAdministrative Reformas the Ministry responsible for formulating policiesfor state civilapparatus, assisted by various related partners such asNational Institute of PublicAdministration, theNational Civil ServiceAgency and other relevant sectors need toformulate a comprehensive and implementative design of implementing FWA in the publicsector.
