QUO VADISSOCIALWELFARE OF PERSONS WITH DISABILITIES POST THE LAW NO. 8YEAR 2016

Abstract

Indonesia has a big population with disabilities. Disability condition caused its populationleft behind in many aspects of life. Statistical reports of National Statistic Agency mentionsthat there were lack of basic services available forpeople with disabilities. The new law ondisability that is The Law No.8 years 2016 which it replaced the Law No. 4 year 1997, hasbeen expected to bring improvement of welfare and democracy. However up to 2019 situationof people with disabilities yet improved. This Policy Brief examines how Indonesia as awelfare state accommodate services for this group of people post year 2016. For thispurpose the author analys models of welfare state, in particular Model Residual, andchanges of disability perspective in accordance with the Law No. 8 year 2016 as well as global perspectives on disability.
