Abstract

This paper describes the practice of rent seeking and state and capital relations at the locallevel. The case study taken in this study is a corruption case of thelicensingof Nickel Miningby the Governor of Southeast Sulawesi Province (Nur Alam) in Buton andBombandistrict.This study was written to look at two main things. First, the practice of rent seeking thatoccurs in that case. Second, state relations and capital formed in the case. The findingsofthis paper illustrate the practice of rent seeking at the local level occurring in various formssuch as bribery with the aim of obtaining a business license, especially a mining businesslicense. In the context of relations between state and capital,the practice of rent seeking atthe local level tends not to describe“the state capture” condition, but the relationship that occurs is an interaction that is "mutually beneficial" to one another.
