INDEX QUALITY POLICY AS A GUARANTEE INSTRUMENT OF THE POLICY OF BEEF AND NATIONAL RICE BASED ON EVIDENCE

Abstract

Referring to evidence-based public policy, the State Administration Institute in 2016 has
published a Policy Quality Index (IKK). IKK is an instrument for assessing the quality of public
policies according to public expectations. The public's hope for beef and rice resilience is to
realize Nawa Cita volume II in providing rice and beef independently in order to maximize
farmer welfare.
In this paper we will use the IKK in assessing and formulating recommendations for the
implementation of the national rice and beef resilience policy according to public expectations.
The IKK assessment is focused on the quality of policy implementation and policy evaluation.
The assessment of policy implementation is highlighted from the planning, institutional and
communication dimensions. Policy evaluation assessments are seen from the effectiveness,
efficiency, impact and sustainability of the policy.
