Abstract

Career development of employees in the regions is faced with the problem of enforcingmeritocracy.The birth of the ASN Law became an important momentum to change thestaffing paradigm from comfort zone to competitive zone through strengthening the meritsystem.The regional autonomy policy provides opportunitiesfor regions to regulate themanagement of employees through the authority granted,but on the other hand,has theconsequence of increasingly widespread political intervention in the managementofpersonnel including in terms of career development.This paper aims to determine thechallenges and strategies of meritocracy based regional employee career development.Several strategies can be carried out to enforce meritocracy and minimize politicalintervention in the career development of employees in the regions, among others:a) thehighest career positionin the bureaucracy is made as a Staffing Officer(PPK); b)strengthening the role of KASN in the region; c)preparation and implementation of careerpatterns and talent management; and d) utilization of informationtechnology in career
development.
