ANALYSIS ON THE EXERTION TO STRENGTHEN THE IMPLEMENTATION OF CIVIL SERVANT NEUTRALITY POLICIES IN THE GENERAL ELECTION

Abstract

Political atmosphere escalation is always occurring prior the general election. In the processof using their voting right, most people are often trapped ineuphoria during the campaignperiod. For the ASN (PNS and PPPK), their preference for election contestants is restrictedby neutrality principle.At least 93 municipal districts (18.1%) in Indonesia have a highvulnerability index related theaspects ofASN neutrality. Based on the results of thismapping, initial detection, and analysis of strategic issues of the Election Supervisory Board
(Bawaslu), in the 2019 Election Vulnerability Index (IKP), 421 regency/ cities (81.9%) inIndonesia have a moderatevulnerability index for ASN neutrality.Numerous regulationsrelated to the neutrality of ASN have been issued as the government's response to the issue ofneutrality. Unfortunately, the regulation that has been accommodative is still often clumsy inimplementation. Therefore, it is necessary to analyze the obstacles to the implementation. Theanalysis of this study was generated through a theory approach / conceptual implementationof policy, regulation which is related to neutrality, and the practice of implementing neutrality. This study aims to produce analysis and models for efforts to strengthen theimplementation of ASN neutrality in elections based on Edward III's implementation theoryabout the four critical factors which influencing the success ofimplementation. The method
of this study is a qualitative method with a descriptive research type.
