Abstract

Public-Private Partnership (PPP) in the distribution of non-cash food social assistance
(BPNT) program in Bogor Regency experienced various obstacles. Some challenges to be
faced were lack of optimalization during the distribution of social assistance, the unavailability
of ewarong quota reaching minimum requirement and other technical challenges. This
research aimed to analyze the effectivity and advantages of partnership between public and
private sector on distributing social assistance in Bogor Regency. This research is supported
by the theory of effectiveness partnership from Brinkerhoff (2011) as well as the theory of
advantage of partnership which was viewed by Ronald W MqQuaid (2000). The effectiveness
concept uses accountability, business and incentive value, accessibility as well as responsibility
dimension. Meanwhile, the advantage of partnership menthod use resources and effectivityefficiency

dimension. Using post-positivism approach, by qualitative research design using
interview and literature review. The result showed that the representative partnership held by
the public-private sector within non-cash food assistance distribution in Bogor Regency were
not fully effective. It was caused by the four dimensions where only business and incentive
value showing positive assessment both for public and private sector. Whereas, the advantage
of partnership showed that both partners did not provide big impact yet due to unachieved
dimension such as capacity of resource and effectivity-efficiency acceleration.
